Basic social engineering and browser exploits expose water production
and distribution network into serious damage resulted from this attack.
The attackers obtained access to the network of a water utility and they were in control of the infrastructure as they managed to turn it on and off. Peter Boogaard, Department of Homeland Security spokesman, said that his department and the Federal Bureau of Investigation are examining the matter, and at this time there is no credible corroborated data that indicates a risk to critical infrastructure entities or a threat to public safety.
The U.S. National Security Strategy for Homeland Security identifies the U.S. water infrastructure as one of the nation’s critical infrastructures. Experts and several reports to Congress point out the vulnerabilities of domestic water supply and distribution systems to terrorism and the ramifications of a successful attack. However, the report did not explain the motive of the attackers.
The report said while only about 10 percent of industrial control systems are actually connected to the Internet, these systems that run water, wastewater, and utility power plants have suffered an increase in cyber-security incidents over the past five years.
